History & Legacy
ATC Guild (India) is an association with members from across India, dedicated to the air traffic control officers who work 24x7 to maintain safe airspace. This portal shares how this community has emerged and continues to evolve.
In Memoriam
The Guild honours Sh. Brijendra Shekhar (1964-2003) - a leader par excellence who exemplified putting others before self-interest.
Our History & Struggle
Established on 18 September 1964, the Air Traffic Controllers' Guild (India) is the largest and most comprehensive representative body for Air Traffic Controllers in the country. For six decades it has worked to protect the honour and dignity of the profession and to advance the working conditions of the officers who keep India's skies safe, 24x7.
The Guild's defining chapter came in the 1990s. When the Airports Authority of India was formed, ATCOs sought terms and conditions of service in line with the recommendations of ICAO and the ILO, and submitted a Charter of Demands to that effect. Despite the Hon'ble Delhi High Court advising AAI to negotiate and settle the matter, the Authority initially refused to discuss the issues.
After the intervention of the Minister of Civil Aviation, AAI met the Guild in February 1997. Faced with what they saw as an unbearable disregard for the profession, ATCOs across the country — through the Guild — formally conveyed that they would not join AAI unless their conditions of service were fixed as per their Charter of Demands. That collective resolve shaped much of the recognition the profession carries today.
The Guild remains an international, professional, not-for-profit and politically independent association, and a proud member of IFATCA — the International Federation of Air Traffic Controllers' Associations.
Governance & Constitution
The Guild is a democratic, member-run body governed by its Constitution and Bye-laws. The General Body — every member of the Guild — is its supreme authority, with Regional Bodies supreme over affairs within their region and Branches at every station with five or more members (those with more than fifteen members are designated Major Branches).
The Guild functions through elected Councils: the General Council (its supreme deliberative body), the Central Council, the Central Executive Council (CEC), and the Regional and Branch Councils. Councils are constituted by election for a tenure not exceeding two years, and no office of President, Vice-President, General Secretary, Assistant General Secretary or Treasurer may be held by the same individual for more than two consecutive terms.
The CEC's office bearers — President, Vice-President, General Secretary, Assistant General Secretary and Treasurer — lead the Guild nationally, supported by Regional Presidents, Regional Secretaries and Branch office bearers. The Guild's funds (Consolidated, Subscription and Ephemeral) are operated as prescribed in the Constitution, and the accounts are audited every year.
Membership is open to Air Traffic Controllers through the prescribed enrolment process set out in the Bye-laws.
Guild Structure & Office Bearers
The Central Executive Council leads the Guild nationally; a Regional Executive Committee leads each of the five regions.
